The Special Event Planning Guide has been developed as a reference tool to provide event organizers with information essential to hosting public events in the City of Santa Barbara. This guide contains essential information regarding rules, regulations and additional permitting requirements that vary depending on the elements and activities that will be incorporated into the event.

First Amendment Events

The City of Santa Barbara is committed to preserving First Amendment rights, with the intent to avoid unnecessarily burdening free speech and to leave ample opportunities for expression. A First Amendment event refers to an organized gathering, demonstration, rally, march, vigil, or similar activity held in a public space for the purpose of expressing views, sharing ideas, or engaging in speech protected under the U.S. Constitution.

The City requests advance notification of planned First Amendment events to help ensure that the preferred date, time, and location are available and have not already been reserved by another party or impacted by construction activities or safety concerns. Notification helps the City coordinate use of public spaces while respecting constitutional protections.

Providing contact information is optional. Organizers who choose to share contact information can receive notice of potential scheduling conflicts, construction impacts, or safety considerations, and may request assistance from the Special Event Coordinator if needed.

Note: The Santa Barbara County Courthouse is not managed by the City of Santa Barbara. Planners seeking to use the Courthouse grounds or surrounding property for a First Amendment event can contact the County at (805) 568-2441.
